Notes: | The Société des alcools du Québec (SAQ) invites you to submit offers of specialty products in response to this call for tenders for seasonal products to be sold during the 2020 Summer Campaign. Your offers must be prepared and submitted online, must include a C$220 non-refundable credit card payment and must be received BY JULY 25, 2019, at 11:30 p.m. Montreal, Canada time (Eastern time). In this call for tenders, the SAQ is seeking new products and greater variety in response to consumer demand. We are asking all suppliers, even those whose products were selected for the 2019 campaign, to submit offers in response to the 2020 call for tenders. IMPORTANT All new offers in response to this call for tenders must be submitted as spontaneous offers in the Catalog of Offers by the above-mentioned deadline. The code ROSE20 must be entered on the Budget and Others page in the Other - Remark section. Note: for offers already submitted through the catalog, you must add the code ROSE20 to the same section to be eligible for selection for the 2020 campaign. Renewals of the best-performing products of the 2019 Summer Campaign for which offers are submitted as part of this call for tenders will be announced in late August 2019. If the product cannot be ordered by the SAQ on the planned date for any reason not attributable to the SAQ, the SAQ reserves the right to cancel its selection of the product. Any false or erroneous information included in the offer, any changes made once the product has been selected or any failure to meet the various deadlines may result in the offer being withdrawn. The SAQ is seeking approximately TWENTY-ONE (21) products (including renewals) as detailed below. Awards and media references for the producer Selection criteria The following will play an important role in the final selection phase: The importance of low colour intensity will be considered in the final selection. Complementarity with the current rosé offer (countries, regions, flavour profile, price, etc.).
Samples Samples will be requested only for preselected products.
For southern hemisphere producers, the vintage of the sample must be 2019. For northern hemisphere producers, the vintage of the sample must be 2018.
Sending the wrong vintage, providing tank samples or not adhering to the schedule will result in the offer being automatically rejected.
Promotional investment A promotional budget of 10% of the supplier price per real case is required to cover displays and promotion fees. The budget must be entered in the Budget and Others section of the submission form. Any additional budget investment offer will be considered. If the product is selected, this budget will be billed directly to the supplier based on the number of cases purchased by the SAQ. The account manager will confirm the investment amounts with the agent before the product is confirmed. Action plan To help liquidate any remaining 2020 Summer Campaign stocks, the SAQ will automatically apply a 10% discount on the retail price of products that, 15 weeks after going on sale, have not sold at least 70% of the quantities ordered. The discount will be charged directly to the supplier based on the number of unsold bottles. The amount will automatically be billed to the supplier after the 15th week of the product's being sold at the SAQ.
Order For the selected products, a purchase order will be issued in the last week of November 2019. Suppliers will have 30 days after the purchase order date to prepare the order for shipment. When the SAQ issues an order, if the product is not ready for shipment within 30 days, it may affect the product's being part of the seasonal campaign and/or the product release date in stores.

Specific requirements A) Certified organically farmed products Imported products labelled as ORGANIC or with other similar wording must meet the requirements of the Canadian Organic Products Regulations in this regard. Quebec products labelled as BIOLOGIQUE/ORGANIC or with other similar wording must meet the requirements of Quebec's Conseil des appellations réservées et des termes valorisants (CARTV). The name of the Certification Body must be entered in the Additional Information box under the Commercial Results tab of the Other section. Proof of certification will be required at a later date.
The products should have a shelf life sufficiently long to cover their sale within a reasonable time (we estimate the required shelf life to be at least one year from the date the order is picked up).
B) Fair trade-certified beverage alcohol products Producers submitting a fair trade product must have the appropriate licence allowing them to market the product as certified by an approved fair trade body. A fair trade logo must appear on the product bottles. The name of the certification body (Transfair or Fairtrade) must also be entered in the Additional Information box under the Commercial Results tab of the Other section. Proof of certification will be required at a later date. C) Environmental claims Producers submitting a product with an environmental claim must comply with the standards of the Guide for Industry and Advertisers of the Canadian Standards Association (CSA). When a new product is selected, the supplier must complete the Environmental Claim - SAQ Responsibility Charge form. Terms and conditions The SAQ reserves the right not to accept any of the received tenders as well as to cancel this call for tenders and reject all tenders, with no compensation to the tenderers and without the SAQ's being held liable for any costs or losses incurred by the tenderers. The SAQ considers that any omission, abstention, inaccuracy or instance of non-compliance with one or another of the provisions of this call for tenders will render the tender unacceptable and may therefore result in the cancellation of the offer. No changes will be allowed once the call for tenders is closed. Any false or erroneous information included in the offer, any changes made after the product has been selected or failure to meet various deadlines may result in the withdrawal of the product. The SAQ is not bound to accept a tender of a product even if the product meets a specific requirement specified in this call for tenders. The SAQ will not assume any expenses incurred by the recipient of this call for tenders in order to prepare and submit its offer. All submitted offers, all documents and all other items received during the processing of the offer become the exclusive property of the SAQ. If, at the end of the evaluation of the offers, the product is selected, the supplier must commit to complying with the applicable conditions of the Purchasing and Merchandising Policy. To avoid possible confusion, please wait for the SAQ's reply and instructions before sending the required labels and samples. Only the French version of this invitation has official value.
